The Ada retrofit program (Access 4 All )- Offering wheelchair and slip resistant ramps, lowering cabinets, vanities and light switches, installation of walk in showers, handicap accessible sinks and countertops, handicap accessible doors, handrails, thresholds, motorized step rides to appointments.
"Access 4 all" has as it's mission the empowerment of disabled and elderly individuals by enhancing their homes to be accessible and functional, allowing them to live safely and independently.
We strive to make a positive impact by providing retrofits such as wheelchair ramps, slip-resistant flooring, low-rise cabinets and vanities, accessible showers, and more. Additionally, we offer transportation services, providing rides to appointments and errands, ensuring mobility and independence. We are dedicated to improving the quality of life for all those we serve, promoting dignity, and creating a more inclusive society.
Proposal for "Access 4 All" ADA Retrofit Program
-Executive Summary-
The "Access 4 All" program is a nonprofit initiative that offers no-cost home accessibility modifications for disabled and elderly individuals. Our mission is to enhance the homes of those in need, ensuring that they remain safe and functional, allowing participants to live with independence and dignity.
By utilizing local partnerships with contractors, material suppliers, and volunteers, we are able to provide a variety of accessibility upgrades, including wheelchair ramps, slip-resistant flooring, and accessible showers. Additionally, the program offers transportation services to ensure mobility for medical appointments and errands.
This program is offered completely free of charge to recipients, funded through community donations, grants, and in-kind support from our network of “change makers.”

In Delaware, approximately 25% of adults live with a disability, a statistic that highlights a pressing need for accessibility interventions. Among elderly populations, the prevalence is even higher: 46% of individuals over age 75 report living with a disability. Some of these disabilities can significantly limit mobility, making it difficult for individuals to remain in their homes without essential modifications (CDC).
The Division of Services for Aging and Adults with Physical Disabilities in Delaware provides support to help these individuals, but many homes are still unequipped to meet basic accessibility standards.
In particular, the cost of retrofits such as ramps, handrails, and accessible showers can be prohibitively expensive for low-income households.
Moreover, transportation challenges prevent many individuals from accessing necessary medical services, further isolating them and compromising their independence.
By offering no-cost accessibility modifications and transportation services, Access 4 All seeks to address these gaps and improve the quality of life for Delaware’s disabled and elderly residents.
